Transformation tracker + restructure program features

- tasks table + /projects/:id/tasks CRUD (status, workstream, entity tag,
  dependencies, due dates, evidence filename-patterns matched against the
  tagged entity's documents at read time)
- Tasks tab on regular projects: workstream board with progress, entity/
  status filters, by-due-date deadlines view, inline add/edit, evidence chips
- assistant task tools (list_tasks / create_task / update_task) wired into
  project chat with tracker guidance in the system prompt
- seedRestructureTasks script: 76 tasks from the Corporate Structure V2 plan
  (§3 gating, §3.3 intercompany pack, §4 Item Zero + nominee unwind with
  capitalization-before-transfer dependencies, §6 build-out, §7 counsel)
- entity compliance checklist extended with §6 items: CAS Acknowledgment
  Certificate, BIR 1906 ATP, DOLE/OSH, NPC DPO + DPS registration, liability
  + D&O insurance, shared-services agreement (new Privacy/Insurance groups)
- 3 built-in workflows: draft-intercompany-agreement, employee-transfer-pack,
  restructure-status-report (backend + frontend copies, ids in sync)
- documents.lifecycle_status (draft/counsel/signed/filed) + clickable stage
  pill in the documents list for agreement pipeline tracking
