checkpoint: worktree broad commit - in-flight citator/evidence changes
Commits the concurrent citator/evidence session's continued work on the attested-characterization / citeable journal-articles feature (journalArticles tests, legalEvidenceExperiment, publicLegalSourceState). Not authored in this session; captured per broad worktree-commit instruction so the tree is clean.
