feat(assistant): offer low effort on DeepSeek V4 models
The reasoning-effort dropdown for deepseek-* models only surfaced high and max, so the cheap lane could never be pushed cheaper. Add low to the option list (default stays high) and lock the adapter passthrough with a test that reasoning_effort: "low" reaches the request body. Co-Authored-By: Claude <noreply@anthropic.com>
