fix(lab): teach the surface leak-guard the draft-edit append
The gen-5 smoke tripped the chat.ts tool-list guard: it models the requirements-echo one-tool append but not draft-edit, so the served [Glob, Grep, Read, generate_docx, Edit] list read as drift. Extend the expectation the same way the echo does - Edit appended, generate_docx swapped in place keeping name and position. Flag-off arms unaffected (guard expectation unchanged when MIKE_DRAFT_EDIT is unset).
