Add claude-code arm driver for the LAB experiment
Arm C: headless Claude Code (claude -p, subscription flat rate) as the agent harness on one LAB task, writing LAB-layout results so evaluation.run_eval judges it identically to the other arms. Tool inventory pinned to Arm A's six workspace tools (+TodoWrite); web tools disallowed; API key stripped in favor of subscription auth.
