fix: count beaver-can authorities cited by citation string, not just packet id
Real memoranda cite by citation (R. v. Latimer, 2001 SCC 1), not SRC ids; the oracle arm of CAN-CITE-001 failed required_authorities despite a fully correct table of authorities.
