Prose travels with its domain: research instructions defer with research tools
Instructions for tools that are not loaded are pure cost. The research prose -- CourtListener, A2AJ, public sources -- explains tools the address arm defers, so it now defers with them and arrives in the describe_tools reply that opens the domain. This is not a new mechanism; SPREADSHEET_CITATION_PROMPT already worked this way, spliced in only when a spreadsheet is actually in context.
