grounding: US lane - RegLab source retrieval + claim segmentation
Sets up RegLab's expert labels properly: eyecite extraction (442 distinct case citations across 208 labeled responses), CourtListener citation-lookup + opinion cache, and claim-level segmentation via full_span citation masking (1,704 claims, 766 with attached citations).
