grounding: Stage 6 pre-registration - quote_first with deterministic contract enforcement
New quote_first mode: verbatim quotation claims plus at most one conclusion claim, enforced DETERMINISTICALLY at submission - the tool rejects any answer with more than one non-verbatim claim (checked by the same tier that renders quotes checker-free), naming offenders so the model requotes within one extra iteration. Verifier machinery unchanged from tiered_check; claims carry no citation text per the production citation-placement wiring. Frozen H6, 41-item matrix (246 cells), predictions and falsification in the log before the run. Unit tests 15 passed (contract rejection + acceptance pinned); tsc clean.
