WS7: add disabled Land Registry entry to Research sidebar group
Muted, non-clickable "Land Registry" row in the Research sidebar group with a
padlock "Connect account" pill and an in-progress tooltip, per the approved
WS7 mock-up - visibility for the deferred HM Land Registry Business Gateway
integration without implying it's usable yet. README roadmap line updated to
match ("in progress (Business Gateway channel-partner onboarding)").
