ci: weekly upstream sync check (willchen96/mike)
Adds a scheduled workflow that runs every Monday 09:00 UTC, compares origin/main with willchen96/mike's main, and opens or updates a single GitHub issue when upstream has new commits. If upstream hasn't moved, the workflow no-ops. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
